On 11 September 2023, the People's Government of Foshan Municipality issued the “Implementation Plan for Achieving Tan Da feng in Foshan Municipality” (“the Plan”). The plan proposed to deepen the cooperation and exchange in the field of low-carbon among Guangdong, Hong Kong and Macao, in particular, including supporting financial institutions participate in cross-border trading business in carbon trading market in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) and further promoting the cooperation among GBA cities in terms of green energy, green construction, green traffic, carbon label, zero carbon emission demonstration zone.
