On 25 September 2023, the Office of the People's Government of Dongguan Municipality issued the notice for “Optimizing, Adjusting and Stabilizing Employment Policies and Measures, Promoting Development and Benefiting the Citizens in the Dongguan Municipality” (“the Notice”). The Notice proposed to promote the high-level construction of innovation and entrepreneurship bases for Hong Kong and Macao youth. A third-party institution will be entrusted to carry out an annual evaluation on accredited municipal level innovation and entrepreneurship bases for Hong Kong and Macao youth. A subsidy of up to RMB 100,000 will be granted by the financial department of Dongguan Municipality to eligible entrepreneurship bases.
