On 28 September 2023, the General Office of the People's Government of Guangdong Province issued the “Guiding Opinions on Vigorously Developing Finance Leasing and Supporting High-quality Development of Manufacturing Industry in the Guangdong Province” (“the Opinions”). The Opinions support Hengqin to leverage its electronic network advantage, develop financial leasing industry with Macao, and encourage the exploration of the free flow of cross-border capital and leasing assets transactions between Hengqin and Macao. In addition, the Opinions support leasing enterprises in Guangdong, Hong Kong and Macao in establishing cross-border specialized subsidiaries and project companies (“SPVs”) and encourage leasing enterprises to obtain financing in Hong Kong and Macao through bond issuance and borrowings in accordance with relevant laws and regulations.
