On 2 November 2023, the Standing Committee of the Shenzhen Municipal People's Congress issued the “Regulations on the Investors Protection in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Special Economic Zone” (“the Regulations”). The Regulations proposed to establish the Qianhai Shenzhen-Hong Kong International Legal Service Zone, encourage foreign law firms to establish business institutions in the Qianhai Cooperation Zone, support domestic and foreign law firms carry out joint ventures in the Qianhai Cooperation Zone and cultivate and develop notarization, judicial authentication, legal aid, corporate compliance management to provide diversified legal services for enterprises and investors. The Regulations will be implemented on 1 December 2023.
