On 7 November 2023, the Financial Affairs Bureau of Jiangmen Municipality issued the “Implementation Plan for Developing Green Finance and Supporting Peak Carbon Dioxide Emissions in the Jiangmen Municipality” (“the Plan”). The Plan proposed to strengthen the cooperation in green finance in the Guangdong-Hong Kong-Macao Greater Bay Area, establish a cross-border green finance service platform and encourage Jiangmen enterprises to issue green bonds in Hong Kong and Macao. In addition, the Plan proposed to explore cross-border green financing and cross-border transfers of green financial assets and support foreign investors to participate in green investment through channels such as direct investment, Qualified Foreign Institutional Investors (“QFII”) and Qualified Foreign Limited Partners (“QFLP”).
