On 24 November 2023, the Guangzhou Development Zone Management Committee and the Guangzhou Huangpu People’s Government issued the “Measures for Deepening the Comprehensive Reform Experiment of Intellectual Property Application and Protection and Promoting High-quality Development in Guangzhou Development Zone and Guangzhou Huangpu District” (“the Measures”). The Measures proposed that overseas Intellectual Property Right (“IPR”) service institutions that establish service institutions (including permanent representative offices) in the Zone with a registered capital of not less than RMB 5 million, operate normal business activities and provide services such as IPR agency, protection of IPR, and evaluation to enterprises or individuals for more than 30 transactions shall be granted subsidy at 50% of the actual rental amount of the self-used office premises. The maximum subsidy for each institution will be RMB500,000 per year. The Measures will be implemented from 24 November 2023 and be valid for 3 years.
