On 1 December 2023, the Development and Reform Bureau of Dongguan Municipality issued the “Three-year Action Plan for High-quality Development of Manufacturing Services Industry in Dongguan Municipality (2023- 2025)” (“the Plan”). The Plan proposed to encourage national outstanding accounting and law firms set up headquarters or branches of Southern China in Dongguan, focus on developing professional firms in fields of intellectual property, finance and securities, maritime and admiralty, and Internet of Things, and promote the establishment of joint-venture firms by Dongguan professional firms and Hong Kong and Macao professional firms.
