On 27 December 2023, the General Affairs Office of the Guangdong Provincial Committees of the Communist Party of China and the General Affairs Office of the People's Government of Guangdong Province issued the “Implementation Plan on Constructing Social Credit System and Promoting High-quality Development Services and Integrating into the New Development Pattern” (“the Plan”). The Plan proposed to promote the establishment of a creditable bay area, and actively and steadily facilitate the connection of rules and mechanisms in respect of credit development within the Guangdong-Hong Kong-Macao Greater Bay Area.
