The Central Committee of the Communist Party of China has issued an opinion on supporting Shenzhen's pioneering demonstration zone of socialism with Chinese characteristics on 18 August 2019. In order to support the construction of the pioneering demonstration zone of socialism with Chinese characteristics in Shenzhen, with a goal to be a national model, a world-leading comprehensive economic competitiveness and an innovative and creative capital with global influence by 2035, the opinion puts forward some strategies in 5 aspects with corresponding safeguards. The strategies include the construction of a modern economic system that showcases the requirements of a high quality development, the creation of a democratic environment that demonstrates fairness and justice, the shaping of a modern urban civilization that demonstrates the prosperity of socialism, the formation of a common development pattern of co-construction and common governance and sharing common prosperity and the creation a beautiful Chinese model of harmonious coexistence between man and nature. Regarding the cooperation with Hong Kong and Macao, the opinion promotes the interconnection and mutual recognition of financial markets in Hong Kong and Macao, accelerate the construction of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, encourage Shenzhen to co-organise various forms of cultural and artistic activities with Hong Kong and Macao, further deepen the reform and opening up of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone and make good use of Hong Kong and Macao's exhibition resources and industry advantages. At the same time, it will facilitate the development of Hong Kong and Macao funded medical institutions and promote 'civil treatment' for Hong Kong and Macao residents living and working in Shenzhen.
