On 5 September 2021, the Central Committee of the CPC and the State Council issued the "Overall Plan for the Construction of the HengqinGuangdong-Macao Intensive Cooperation Zone". The plan includes 6 parts and a total of 29 sections. The first part is the overall requirements, clarifying the development basis, guiding ideology, scope of cooperation area, strategic positioning, and development goals. The overall plan clarifies the implementation scope of the cooperation zone, which is the customs supervision zone between the "first line" and "second line" of Hengqin Island, with a total area of about 106 square kilometers. Among them, the "first line" will be set up between Hengqin and the Macao Special Administrative Region; while the "second line" will be set up between Hengqin and other regions within the customs boundary of the People's Republic of China. The second part to the fifth part calls for focusing on the development of new industries for promoting moderate and diversified economic growth in Macao, constructingnew homes that facilitate the life and employment of Macao residents, building a new system for integrated and high-level opening-up in Macao, and perfecting a new mechanism for joint consultation, development, management and sharing between Guangdong and Macao, as well as proposing a series of specific and practical measures. The sixth part clarifies the safeguard measures for the construction of the HengqinGuangdong-Macao Intensive Cooperation Zone.
