On 21 June 2023, the General Affairs Office of the Guangzhou Municipal People's Government issued the “Opinions on Promoting the High-Quality Development of New R&D Institutions” (“the Opinions”). The Opinions support the introduction and cooperative establishment of new R&D institutions, and specify that the units involved in the construction of these institutions should be national-level or overseas (including Hong Kong, Macao and Taiwan) innovation platforms such as central and national research institutions, high-level universities, large state-owned enterprises, national technology innovation centres, and other institutions ranked in the top 500 of the Times Higher Education World University Rankings or QS World University Rankings in the past two years, as well as research institutions ranked in the top 200 in the Nature Index rankings and Fortune Global 500 companies. The Opinions are effective from 21 June 2023, with a validity period of 5 years.
