On 3 July 2023, the Municipal Bureau of Education of Guangzhou Municipality issued the “14th Five-Year Action Plan for Developing the Kindergarten Education in the Guangdong Province” (“the Plan”). The Plan proposed to improve the effectiveness of training, explore an open exchange and cooperation platform for pre-school education, fully leverage the advantages of the Guangdong-Hong Kong-Macau Greater Bay Area (“GBA”), carry out training and exchange programs for kindergarten teachers and promote the establishment of sister kindergartens among Guangdong, Hong Kong and Macao. In addition, the Plan aimed to strengthen the cooperations among kindergartens, research institutes, colleges and universities in teaching and research and promote the development of kindergarten education in the GBA.
