The Dongguan Municipal Housing and Urban-Rural Development Bureau issued the “Notice on Further Simplifying the Information Requirements for Hong Kong and Macao Residents to Purchase Houses in the Dongguan Municipality” on 11 September 2023. The authorities announced that to implement the measures “Hong Kong and Macao residents purchasing properties in the Mainland Cities in the Guangdong-Hong Kong-Macao Greater Bay Area would be exempted from the required proof of years of residences, study or work in the local area, as well as the payment of individual income tax and social security conditions” under the “16 Benefits to Hong Kong” and “15 Benefits to Macao”. Specific measures include that Hong Kong and Macao residents providing written commitments for self-occupation and self-use of the properties, they can purchase commercial housing in the Dongguan Municipality, exempt from the requirement for proof of residence, study or work in the Dongguan Municipality, and payment of individual income tax and social security conditions. The Notice would be effective from 11 September 2023.
