On 28 December 2023, the General Affairs Office of Guangzhou Municipal People's Government issued the “Various Measures for Optimising the Foreign Investment Environment and Increasing Efforts to Attract Foreign Investment in Guangzhou”. The measure proposed to promote the development and opening up of Nansha in high quality, and actively introduce major foreign investment projects in the construction of important carriers such as Nansha Bay, Qingsheng Hub and Nansha Hub Advance Start-up Area. In addition, the measure proposed to deepen the innovation and integration of Free Trade Zone, steadily expand system-based opening up, and promote comprehensive cooperation with Hong Kong and Macao.
