The Office of the People's Government of Dongguan issued the above Plan on 19 November 2018, which aims to select 60 high-level personnel each year. There are no restrictions towards the applicants' background, registered household or nationality. Eligible applicants may be selected for the support plan and enjoy preferential policies. The Plan is valid from 1 January 2019 to 31 December 2021.

Basic selection conditions
While applicants of the Plan are not subject to restrictions in terms of background, registered household, nationality, etc., they are required to have worked or run businesses in Dongguan for at least 3 years, and have worked or run the business full time in the year of selection. The Plan is targeted on 4 types of talents: leading talents in technology (technological innovation and technological entrepreneurship), leading talents in enterprise management, leading financial talents and leading talents in social construction.

| Technological innovation | The applicant must undertake major scientific and technological projects which are in line with the long-term national, provincial and municipal science and technology development plan. The results must be significant in terms of innovation, and have good prospect of commercialisation. |
| Technological entrepreneurship | The applicant must found an enterprise with self-owned intellectual property rights, and own the core patented technologies and technological achievements of the enterprise. The enterprise also needs to have a leading position in a field which Dongguan aims to develop. |
| Enterprise management | The applicant must utilise scientific management concepts and advanced management knowledge in managing the business, which should contribute to the enterprise's industry-leading management and economic efficiency. |
| Financial | The applicant must engage in finance-related work in any financial institution, emerging financial organization form or regulatory body in Dongguan, and must be outstanding in the profession. |
| Social construction | The applicant must have made significant contribution to Dongguan in the fields of urban construction and management, modern services, philosophy and social science and sports, and have significant influence in the field. |
Supporting measures
The Plan introduces various supporting measures in financing, household settlement, healthcare and children's education.

| Financial support | Each selected person will receive RMB 300,000 of financial support. |
| Household settlement | Selected persons can obtain household registration status and settle directly. Those who do not have other nationality and have not settled abroad can choose to work and reside anywhere in the city. Those applications by persons with overseas Chinese status shall be handled with priority by the Municipal Foreign Affairs and Overseas Chinese Affairs Bureau. |
| Healthcare | Selected persons and their immediate family members can enjoy fast track services in any second level or above hospital in Dongguan. |
| Children's education | The children of the selection persons can enrol in any first level or above primary and secondary schools within the area of household or workplace and enjoy the same benefits as other students with Dongguan household status. |
