The Human Resources and Social Security Bureau of Dongguan issued the above notice on 23 May 2019 concerning the issuance of the “Implementation Measures on the International Development Programme for Highly Skilled Workers” (“the Measures”). Target candidates for the full-time international course are current junior and senior high school students as well as vocational school graduates. The Measures are effective from 23 May 2019 and valid till 31 December 2021.

Abstract

The Human Resources and Social Security Bureau of Dongguan issued the above notice on 23 May 2019 concerning the issuance of the “Implementation Measures on the International Development Programme for Highly Skilled Workers” (“the Measures”). Institutions offering international courses and their students may receive financial subsidies.

Institutions and target applicants

Institutions offering international courses include public vocational institutes and hi-tech public training centres. Institutions must have entered into collaboration agreements with overseas institutions (including Hong Kong, Macao and Taiwan) such as applied universities or vocational schools.

Target candidates for the full-time international courses are current junior and senior high school students as well as vocational school graduates.

Target candidates for non-full-time international courses are working persons aged between 18 and 50 and have made social insurance contributions in Dongguan over a year.

Subsidy application and declaration

Institutions offering international courses should obtain approval from in-charge authorities and perform record filing with the Human Resources and Social Security Bureau of Dongguan before 31 May each year.

Once approved, institutions offering international courses are required to submit the “Annual Application Form for Financial Subsidy Budget for International Courses” before 31 July each year.

The notice also states the documents required for the application for financial subsidies, international skilled qualification subsidies and financial support for internship exchange.

The Measures are effective from 23 May 2019 and valid till 31 December 2021.
